The regulation applies to trips made within EU (including Switzerland, Norway, Iceland, etc.) and to trips made with European airlines.
Air France may state that they are not responsible for your delay. But they also need to prove this. You are entitled to the compensation, if Air France cannot prove that they are "innocent" in regards to your flight delay.
You can get compensated for as much as 600 € per person. The compensation amount depends on your final destination and on the flight distance. For instance, you are only entitled to 100€ per person for domestic flights delays.
